     How do we define "empty" for the purposes of Section 4?

     I am still concerned about Section 4. Empty properties are not clearly defined, but generally speaking someone probably owns them. We would need to provide for recompensing that person for taking property that they own.

     It's not perfect, but here's something to get the ball rolling on the Section 4 problem. I propose an amendment to add a Section 4, Clause 2:
