     I mentioned this as a bill whose practice had lapsed, but I would like to bring back.

     As for a penalty for failing to answer the questions, how about a loss of confidence from the voting public? I don't know how I would feel about a concrete penalty, because then disruptive types could cause problems with personal or insinuating questions that are broadly irrelevant to the office of Emperor.
