For this to even work, the federal government would have to somehow consent to a blatantly unfair arrangement, since they could decide to continue electing five Class B Senators & the Pacific's law would be invariably struck down in the ensuing lawsuit, due to contravening the legal prerogative of the federal government.

One interesting note to take from this is that the federal government could reduce the number of Class B seats to zero & then give each region two Class A seats.

I hereby denounce bgwah for being such a troll:

I would like to amend it to read as following:

1. The Senate shall be divided into two classes: Class A, which shall comprise the Senators elected from the Regions, and Class B, which shall comprise Senators elected by a form of proportional representation. Each class shall be limited to 5 Senators. The Pacific Region shall elect two Senators. The Midwest and Northeast Regions shall each elect one Senator. The Mideast and Southeast shall share one Senator.

     Drama!

TBH, I would prefer that he not waste the Senate's time with such blatant nonsense. I don't know what's gotten in the left coast lately.
