If anything it shows Bush could pick up a swing state. I agree though, I can't see him winning the general election if he were to run.
I don't mean to say that internals are categorically uninformative & I agree that this indicates that Jeb Bush would probably carry Florida against Obama, though his margin would likely not be anywhere close to this. When I see an internal, I mentally swing it
at least 5% to the other side.
