Although I don't believe that I have Anti-Racist radar when it comes to various counties, let alone the alleged correlation between Trump voters and Racists, there are a few items worthy of note....
Franklin County's 2nd largest employer is the Clinton Correctional Facility, which is the largest Maximum Security Prison in New York State.

So maybe one could make the argument that prison guards at Maximum security Union Prisons tend to gravitate towards a "law and order candidate", in a prison that has some the "worst of the worst" when it it comes to Felony convictions.... we are not talking about a prison where a ton of White, Black, and Latino folks are incarcerated for selling small quantities of Weed, Cocaine, or Heroine on the corner.
Additionally, Bill Clinton's Law and Order message might have resonated within the community as part of his crime bill, and essentially supporting both Union Workers at prisons, combined with bans on semi-automatics, as well as generally being pro-cop / pro-union etc and securing the pipeline of inmates to the prison.
We can look at the French -Canadian population of the region, essentially overwhelmingly Catholic, but also historically persecuted by the Protestant population of the region....
There was a massive uprising in the Quebec Region of Canada, inspired by the American Civil Rights Movement, that inspired major mass demonstrations, as well as more militant political formations later on....
Regardless, I find your hypothesis that Franklin County voting patterns are motivated by racist sentiments, simply because they swung towards Trump to neglect a much more complicated social-political-economic history of the region....
