How can Russia (eventually) return to the Council of Europe?

Europe has always been the strangest continent anyway.  Where is the border between Europe and Asia?  If it's just so culturally, historically, and geographically distinct that this alone makes it worthy of being a separate continent, then why isn't the Middle East its own continent?  Why isn't India its own continent?  Both of those regions have entirely separate regional names that indicate that people consider them distinct from "Asia" and nobody really thinks of Indians/Arabs/Persians/Turks/Jews as being "Asian" even though they are.
