This is at least the second time this has had to be spelled out for you:

The stimulus was not all about jobs. It had to do with strengthening the safety net, giving financial aid to state governments, cutting taxes, and much more. If this was a pure government jobs program, the cost of the money spent to jobs created ratio would be much, much smaller.

The topic is about jobs.  If the topic creator wanted this to be about strengthening the safety net, I wouldn't have said anything.
