You're giving Al Gore a 4-point victory in the U.S. popular vote, in Election 2000, over George W. Bush.

That would be a 4.5-point shift, on average, to the Republicans. Bush shifted by 8 points, of 1996 Bob Dole's 8.5-point deficit, to lose the popular vote by .5.

Give back states that Bush carried by 3.5 points or less. (Al Gore would narrowly miss his home state of Tennessee.)
