I propose an amendment to strike clauses 2 and 3 from this bill, and to edit clause 1 to the following:

In the event of a large-scale natural disaster, the Atlasian government will attempt to assist the affected area where possible. If necessary, financial aid shall be given to the affected area at levels determined by the Secretary of State.

Pretty common sense, but it isn't a bad idea to legally determine resposibility for emergency aid internationally. "Man-made disaster" is way too subjective, imho.
