IL has the most units of local government in the US: 6994. PA is second with 4871. According to the Census the US total is 89,476 in 2007. Add state and federal to get 89,527. In 1992 there were 85,006 units of government with 513,200 elected officials. So I would guess there are slightly more officials today to match the increase in governmental units since '92.
