No. With only a few exceptions cities and villages are not election units for the general election. Precincts are subsections of townships which are divisions of counties. Cities and villages do not follow townships or counties, so precincts often group separate jurisdictions. For municipal elections, the county (or other electoral authority) codes different ballot types for voters within a precinct.
