Check our forums Wildcard, it is not brillliantly up to date but I am sure using that and the register thread you can get it done.

Not bad WildCard, District 1 is a bit of a problem, 23 people, unfortunately, it would be difficult, geographically speaking to change that.

I wish I could change that but It's pretty much impossibe unless we want it to be geographically complex.
