Yes, very. Where did you find it? I would like to get the colors for >10% and >0%. Also, an interesting note is that the color code is slightly different from the population color code for some reason.

Go on the main site Results page, any presidential result between 1960-2004. On the left of the map go down to the button that says "%VAP" and there is an "M" beside it, and that takes you to the map with percent of voting age population with these shades. Right beneath it there is the "%REG" and "M" by it that shows percent of registered voters who voted in the election.

  Here is the 1960 Registered voter %, that fills in the top end of the spectrum:

As for the 0% and 10% shades, I think I might have seen the full spectrum somewhere but I'm not sure.  Are you using this for a project?
