No, it isn't. We don't know this was a police fabrication. Could be the prisoner is just not the most reliable witness. Even if there's some truth to it, as was mentioned even if so there was negligence or otherwise a severe failure in protecting Freddie Gray. It doesn't look good for the police involved in any case - when someone dies in your custody, however it happens, that is a major problem.
