What are "partial economic sanctions"  ?

I support a ban on killing dolphins, but I don't want to antagonize an important ally over this.

"Dolphins" and "monkeys" aren't species.

And if we are going for higher-intelligence we need to include apes and pigs as well.

Like I said when I took this over from Ole X, I am willing to support an alternative approach to the same end if the one in question isn't practical or acceptable.

Perhpas juist a directive for the administration to begin negotiations is preferable tho this text then?

I think most countries would interpret such a move - to approach an issue at the start with sanctions rather than diplomacy - as being a mere pretext for nationalism and protectionism, and there would be pressure to respond in kind.
