Is the primary voting booth operator already prohibited from being someone who is a candidate in the election?  If not, it would make sense to change that as well if we are moving to a secret ballot - since a candidate is generally the most likely person one would want to keep a ballot secret from.

and I think you meant either/or instead of neither/nor in I.2.

only so long as the Gov, Lt Gov, Speaker and Judge aren't all up for election  Undecided

Should this act be a constitutional amendment?  It's a pretty fundamental change.

There are basically two constitutional ways to make this bill a legislative referendum. The Assembly can either pass the bill and four or more citizens will then publicly protest the measure or the Assembly rejects the bill and I can refer it to the people by way of a proposition.

We could probably get the necessary 4 citizens to get this to a referendum. 

yeah, I might just vote for this and then sign the referendum petition. Tongue

Inks is right, that only works with a distorted interpretation of the constitution. I think we have enough safety mechanisms in place to prevent that being an issue.

I just think it introduces an advantage if one candidate can see a person's vote and another candidate can't.
