When I was working at a library the employee guidebook had a section on "consumer relations" or some such thing. That word "consumer" bothered me, as did the whole concept that we were to push books or services on the hungry sheeples, like trying to sell something instead of being there to help people find what they need. In government orgs you'll often find something like a profit motive, except instead of making money you're trying to spend it. So, I don't find "customer" quite as annoying as that overused "consumer," though it's not the right word.
