OK here's a Hampton Roads map. Color scheme:
Blue: Democratic and lots of blacks
Green: Democratic and lots of blacks...and other minorities
Red: Significantly white Democratic precincts
Definitely a distinct white liberal area in Norfolk. Obama did pretty strong among whites in the surrounding black precincts too based on the numbers:
interesting map. sure, there are plenty of white liberal areas in Norfolk, but the question of "culturally southern" is what I'm not sure about. It's not especially southern or yankee as far as i can tell. The Lee Hall precinct in Newport News is a better candidate for culturally southern, though I'm less familiar with it.
