Something like this. It probably votes for TR, Harding, Coolidge, Hoover and maybe Ike in his reelection. My hottest take is that it have might have actually voted for Dewey in 1948, given how well he did in the entire DMV region (got over 60% in MoCo, won Arlington and Fairfax by double digits).
But he lost Baltimore and other actual cities in the region/Northeast. Although Dewey did come very close to winning Philly...
Still, if the black population in DC is even remotely enfranchised, I think Truman comfortably wins it.
