Those areas north of Cinco Ranch are interesting....

Did those areas develop mostly after 2000?

Hmm, I wonder how the shifts would be. My guess is SD became a lot more Hispanic.

San Jose became more Asian in the Silicon Valley suburbs, more Hispanic in San Jose proper, and less white overall.

/prediction

East San Jose definitely became more Hispanic, and now it's possible to draw a Hispanic district from San Jose to Salinas. I think there's a good chance it will be drawn.
