I wouldn't think that you would start a thread that glorifies an achievement of Benjamin Harrison's administration. I have to say I agree with you entirely.
Despite the fact that the act was passed under his watch, he refused (or didn't bother) to enforce it. Thus, I give him little credit for having the law passed if it was only implemented and enforced over a decade later.
Not having enforced it as vigorously as was possible (the federal government did go after Jellico Mountain Coal and several others during his term, however) doesn't mean that he wasn't instrumental in the act's creation and passage.
