Yeah, that's a winning strategy, "Please report a crime so we can identify you as an illegal immigrant and deport you." I'm sure you'd get lots of takers there.
Maybe he means that they'd tell them they're not being deported and then deport them anyway.
Which is almost certainly a violation of some international human rights law, and it wouldn't work for longer than a couple weeks because eventually it would get in the news.
