The occasional stories of crazily inflammatory stuff said in previous administrations was eyebrow raising because it was out of the ordinary. Secretary of State James Baker III saying "F**k the Jews, they don't vote for us anyway" was eyebrow-raising because Bush I's Admin had a staid, professional, WASP sophisticate image that the quote clashed with. Trump would just tweet that and let the world see it, go "Oh, Trump..." and move on.
