Tough question... depends on how you define "county seat".
I live in the city-state of Berlin, which basically fulfills a triple role as a state, as a county, and as a municipality, although many of the municipal competences are devolved to the twelve boroughs. So, that would be a "yes", I guess.
However, if we're very strict about it both the state executive and the state legislature have their main seats in the borough of Mitte, while I'm living in the borough of Friedrichshain-Kreuzberg. So, that would be a "no".
