I suppose Trump is advocating a constitutional amendment now that would change the Electoral College from being state-based to being county-based and giving each county exactly one vote in it?

I guess that would ensure that Republicans always win the presidential election for the next two hundred years, despite the fact that that they would rarely win the national popular vote.
