Blame, blame... who's to blame.

From what we've heard, Chuck Schumer must have offered Trump to build THE WALL. In response, Trump must have been willing to make the Democrats wide-reaching concessions. But then John Kelly supposedly stepped in and told Schumer that Trump's concessions went too far. Question is: Did Kelly act on his own here or on behalf of the Republican congressional leadership?
