Yes you can. They're not really picked per se. You just declare yourself a delegate and pledge your support behind a candidate as long as you live in a region where that candidate won delegates. A candidate also reserves the right to refuse you as a delegate.

After it's clear who has how many delegates from which region, the candidates ask ordinary voters to pleas be their delegates. That's how we did it last time around, anyways.

They can be filled in during the subsequent rounds provided they vote for that delegate.

Frankly I think it would be appropriate to start a new, separate primary for actual progressives which would exclude many of the inactive Red Avatars and various randoms bused in by over-eager newbies who don't have much regard for good election manners.

I wonder who this is targeted at.

I never expected to like the result.  There is no doubt that Sensei would have won this primary legitimately.  Which makes me all the more puzzled as to why it had to be so bungled up in the first place.
