Surly the Federal government should be working on looking after its own citizens rather than imperialistic expansion via trade deals.

Doesn't surprise me to see that Harry "I want Kansas" Truman, wants half of Canada and half of Mexico.

If anything I reckon MB's Plan is probably the most logical if the Federal government is planning on imperialistic expansion via trade deals.

Fremont is by far the smallest region, and always has been, so it's clearly logical that most land should be given to Fremont to try and even up the regional population imbalance.

Why is having the smallest population a bad thing? If anything it means Fremont's voters have greater power in the senate where this bill is currently being discussed.
