Fellow Delegates,

While I agree with the sentiments in this bill, I'm not sold on the idea (implicit in this bill) that it's the jurisdiction of the Southern Government to engage in foreign policy by proxy. However as a Patriot I believe it is good for us to promote Southern Products and Southern businesses. Maybe this should be split into two bills. A "Buy Southern Goods" Campaign and a "We encourage the Federal Government to condemn and take action over the treatment of Hong Kong by the People's Republic of China" resolution.

Article II
It is the position of this chamber to object to the withdrawal of civil liberties, including the rights of public demonstration and assembly, of Hong Kongers by the government of that city, under undue influence from the People's Republic of China.
Article III
It is the position of this chamber to request that the People's Republic of China hold a status referendum in Hong Kong. This chamber also requests that such a referendum be legally binding if a majority of Hong Kong voters participate. This chamber requests that United Nations and Carter Center election observers be present to ensure a lack of voter intimidation in a completely free and fair referendum.
Article IV
It is also the request of this Chamber that the People's Republic of China honor the 1997 Handover agreement in allowing Hong Kong citizens to elect all of their legislators, as opposed to reserving a portion of seats for pro-PRC business interests. It is also the position of this chamber to request that the People's Republic of China (PRC) allow Hong Kong to elect its own executive without influence from the PRC. This chamber requests that Hong Kongers be able to determine their own future, even into 2047 and onward.
Article V
It is the position of this Chamber to request the Nyman government to enact a similar bill. It is the position of this Chamber to urge the Nyman government to seriously consider an end to CAFTA, most-favored-nation status with the PRC and the beginning of economic sanctions against the PRC due to the situation in Hong Kong.

I object to a final vote in this instance because I would like a response to my point in my earlier thoughts on foreign policy by proxy.

While I agree with the sentiments in this bill, I'm not sold on the idea (implicit in this bill) that it's the jurisdiction of the Southern Government to engage in foreign policy by proxy.

I think this is a point worth discussing. I'm happy to withdraw my objection and to then 2nd the motion once there is some discussion.

I am interested if the Governor, both Southern Senators & House Reps from the South, have views on this to respond. I am also happy with a delegates only discussion. Unfortunately it looks like it's just you and me, Westie. It would be sad if the 16th southern chamber's discussion could simply be held by the two of us DMing each other.

Considering the views of the Chamber and our Federal Southern Officials, I think I might be best if the current bill is tabled. I am happy to co-sponsor of two separate bills with Delegate West Midlander as per my original statement.

Thank you Senator, North Carolina Yankee. Of course the chamber has the ability to vote down the tabling of this bill. Should the chamber wish to continue discussion in light of your comments. However, it seems that the consensus by and large expressed so far in this Chamber, including our Federal Representatives in both houses is that two separate bills would be the best option.

Possible amendment is to merge these two parts back and remove the sections that are already taken out.

One issue I will mention now is the importation of censorship on American companies like the NBA in order to do business in the PRC.

They are self censoring for fear of a Chinese market backlash. It doesn't even have to be the People's Republic of China's government for them to feel the need censor themselves. One Billion people is a massive market.

...The PRC and its system, its oppression that it wishes to push onto other countries, other peoples, is horrific.

Indeed and you should quote your post for when the Federal Government debates a sanction bill

My apologies to this Chamber for my first, non leave of absence, no show for a vote. I forgot to vote 24ish hours ago and had a number of real life engagements that prevented me from posting my vote today (Aussie time). Voting on legislation, even if it is to table, is important and I hope we will all lift our chamber discussion and vote attendance. Thank you to Delegate West Midlander for his continued activity in this Chamber providing a good example of the kind of activity one should expect a Southern Delegate to demonstrate.

Delegate West Midlander, the Promoting Patriotic Purchasing & The Value of Self Determination Resolution are in the legislative queue. It will just mean a slight delay in seeing them passed. It does provide the opportunity for tardy delegates and for the rest of this chamber to discuss these things further.
