It's actually the state sponsored pro-natal policy. Something a lot of European countries could (and should) copy.
*Yawn* Russia copied Italy's program when they implemented it, which is basically the same as Spain's program, and Greece's program, and all the Mediterranean countries' programs. They're all totally ineffective. This was a natural recovery of growth rates after years of social and economic stress forced birth rates down and death rates up in the aftermath of the collapse of the Soviet Union and subsequent decline of Russian society. Substantial out-migration of the intellectual class in the 90s didn't help.
Could you support this with some sources? France used a similar program and it has been largely successful.
