So other countries should be allowed to arrest Bush or Obama . That is outrageous and any country who does that is committing an act of war against our country .
It totally depends on lots of variables as to whether I'd be ok with it or not.  If it's Portugal arresting Dubya for war crimes, then yeah, I'd have a problem with it.  If Trump rapes some German dude and the German cops arrest him I won't have a problem with it.

Under any circumstances, a law stating ex-Presidents can't be arrested by other countries police forces seems very unneeded.
