I feel as if Inks was the last one to hold the office, but I think he default resigned when he became Governor.

The constitution doesn't say an absentee booth has to be opened.

He could request one. Then if he doesn't get to cast it he can sue.

It might be best in the interest of fairness, considering myself and the President are both on the ballot, to pass the power to Franzl or Hashemite. Not that I don't trust Bgwah - I just don't want any grumbles about public confidence during a mini-crisis.
