This scenario is clearly possible but only after 2025. It’s pretty easy to imagine how it could happen, on the one hand black voters from Detroit continue to move to Atlanta and black voters represent 35% of the GA electorate by the second half of the next decade, on the other hand white college educated voters don’t trend back to the right after Trump leave the White House, thus GA becomes a lean D state. Florida on the other hand becomes more republican as baby boomers continue to move to this state, so by 2025 FL is Lean R while GA is Lean D
