I think the issue more with unregulated private growing of marijuana is that people could try to sell it and who knows what they'd put in it, whether it be lacing it with drugs or something else. Frankly, I'm skeptical of marijuana legalization to begin with, but also I'm skeptical of anyone being allowed to sell it other than heavily regulated private corporations or the government (though I feel nationalized marijuana would run into problems if some career bureaucrats turned out to be corrupt). Personally, I think the issue of legalization itself should be sent back to the regions rather than forcing a "one size fits all approach."
So a minor amendment:
Marijuana Regulatory Act
Section 1. Title
1. This legislation shall be named the Marijuana Regulatory Act.
Section 2. High for Hours Act repeal
1. The High for Hours Act is hereby repealed in its entirety.
2. A region, locality, or municipality, may regulate the amount of marijuana as it deems necessary to ensure the public welfare. An amount of 1 ounce or less shall be deemed insufficient for regulation. the usage, sale, and consumption of marijuana in any way that it desires.
Section 3. Enactment
1. This legislation shall go into effect exactly (10) days after passage.
