Also a general question that I had, how does debt work? Like Lincoln was in debt from the passage of its 2019 budget until whenever this one is passed, so since that debt was in effect for multiple months when it is paid off is interest involved? If so, what would the rates be?

not just that, but the UK is one of the nations that has significant divergence from IRL, so the Labour collapse that we're witnessing in the Red Wall probably doesn't even exist, since Johnson was never Tory leader ITTL, iirc.
