The more I think about it, the more it looks like he's making moves to offer it to Hillary in order to finesse her and weaken any demand she might make.

Look at this. She can not accept Secretary of State while her husband has his global initiative. She can not ask him to shut that down. Her fall-back position is infinitely better than his.

So she turns down Secretary of State, and is in a weaker position to demand a strong office because she turned Obama down.

If she said yes, she would accept if offered, then I do not see any way whatsoever that Barack could deny her the position.

Everything hinges on that "if." I don't see how she can. Perhaps she does say yes, and Bill Clinton can bring his ethics back into the news for the first time in many years.
