I'm guessing they don't want the children of undocumented immigrants, whether undocumented themselves or not, to be kept out of school by parents afraid of being exposed.

Wow, state government was smacked down under the 14th and 15th Amendment! I've been waiting for someone to cite the 15th amendment in these voting rights and gerrymandering cases.
