I was thinking either Williamsburg or Philly.  It would have to be somewhere in the original 13 states, because it would be difficult to justify moving our Capital often.

Philly wouldn't be a bad choice either; I'm just biased towards Virginia.

Better to have it in either Richmond or Williamsburg, since Jamestown is basically a tourist area now.
