Scott Brown once in awhile supports the things that get attention on the news. It's symbolic and grabs attention since people will notice certain issues more than others. That's "moderation" in American politics. The Maine sisters do the same thing, to the point of which they basically have no ideology whatsoever.

It's happened a few times, but I can't honestly remember on what. I don't understand it either, though, since they seem identical.
