Well both parties have agreed to rules for it to be:
Feb. 1 -- Iowa caucuses
Feb. 9 -- New Hampshire primary
Feb. 20 -- Nevada caucuses
Feb. 27 -- South Carolina primary
March 1 -- Super Tuesday
However, they have to get all the state legislatures to agree on all the primaries (moving them in or out of Jan/Feb). Even with penalties, the risk is again some states will decide they want to go before Super Tuesday and then the whole thing snowballs and you end up with IA in the first week of Jan.
