Clearly, it's Paul's if he wants it, and I really really hope he allows himself to be drafted. If not him though, I think Steve Kubby will recieve the nomination. Because he has just recently endorsed Paul’s campaign for president.

So, he’s not dropping out completely. As such, should Paul lose the GOP nomination and unfortunately decline to run as a Libertarian, those that support him in the party will likely switch their support over to Kubby, since he endorsed him prier, rather then support someone like George Phillies, who I don’t believe has endorsed Paul. This is a bit of a shame, since Phillies has a good plan to build the party IMHO, but regardless, this endorsement is a great move on Kubby’s part.
