That would be a wildly unrecognizable alternate history. I'm guessing that the Latin countries played a bigger role in the colonization of North America, with a New France colony still happening and persisting, while the Scandinavians got into plantation farming and the North Africans were the principal colonizers of Latin America. No one wanted to bother with the Appalachians or the Northwestern stretch of the Rockies for some reason.
