Arpaio is still only 88 so he's got a few more runs in him
If he barely lost the GOP primary, then there must be some state legislative seats where he got a clear plurality of the vote. It would be a big downgrade but if he likes having a podium to opine from...

In most municipalities State legislator is an upgrade from County Sheriff (not as big of an upgrade as say, Congressperson, but depending on the powers of the state legislature in question, it's still an upgrade).
It also depends on the size of the constituencies. Sometimes legislative seats are bigger than counties, sometimes they are smaller than counties. In Arizona, a state legislator represents about 220,000 people, or one thirtieth of the state. But somebody elected county-wide in Maripoca represents 4.5 million people, which is over half the state's population. So it would be a big downgrade in this case.
