Dude its under the pen, idk why the default is 2012 to 2016 comp but you can get the option for 2016 data.

Yeah this 2012 to 2018 PVI just makes partisanship colors all but useless, its really bad in states where the downballot races are heavily skewed to one party(see Washington which had an unopposed AG election)
