Not a single Democrat voted for it
Only 5 Republicans voted nay.
NAY     R     Broun, Paul   GA 10th
NAY     R     Garrett, Scott   NJ 5th
NAY     R     Jones, Walter   NC 3rd
NAY     R     Massie, Thomas   KY 4th
NAY     R     Stockman, Steve   TX 36th

Because it doesn't go far enough?

Probably true for all of them actually.

Except Scott Garrett, who is pretty moderate.

Most of NJ's Republicans are pretty moderate by the standards of the Republican caucus (which is to say not actually all that moderate), but Garrett is basically a full-on Tea Partier.  He's easily the most conservative Congressman in the NYC metro.

Scott Garrett is beyond conservative. He's a principled conservative, and boy does he want you to know it. He is not afraid to be the lone "no" vote on otherwise unanimous bills, just to make a point about how conservative and principled a conservative should be.

He's a total mountain man. Literally, his original base is in the mountains of New Jersey.
