If ENDA can pass the House, it can't pass the Senate. If ENDA can pass the Senate, it can't pass the House.

I wonder when people will do something about this conundrum?

Probably never. Wasn't really a priority 2009-2011, was it?

This is good to hear and I commend the Republican senators who are taking a brave vote, but does anybody know if this bill applies to only the private sector or also the public sector?

Yes, this would make it illegal to discriminate in hiring gay people in the private sector like it already is in a number of more "modern" states.
