If the SoFA decides to officially retract his initial provisional results and publish new ones showing MeekerMariner ahead, I will not seek redress through the courts.

Just in case anyone was left in any doubt about that. Smiley

The SoFA indeed will be publishing new provisional numbers later tonight, but can guarantee all concerned that they will in no way show MeekerMariner having received any votes.  Smiley

I encourage all interested parties to give these numbers a look, because if there are no objections, I will certify these as official by midnight (EDT) tonight.
I'm not sure you're supposed to allocate Rocky's surplus under the terms of the law, although from a common sense point of view it certainly cannot hurt.

I have spotted an error, not that if affects the result.

Colin should have under the SoFA's count 9.1968 votes  in Round 7, not 7.1968 votes. while Culture King and Lewis should have 8.0 and 7.6677 votes respectively.

There's also a procedural error that doesn't affect the result.  The PRA specifies that if rounding is done, it should be to three decimal places, not four.
I'd basically interprete that as "at least three".

Actually it could have an impact.  If surpluses are not distributed until they have can have an effect on who gets eliminated.  One gets:

Round 6
9.3 - Rocky Republican [elected]
9.0 - EarlAW [elected]
8.0 - Afleitch
7.1 - ColinW
7.0 - CultureKing
6.6 - Lewis Trondheim
5.0 - Jake

Since Rocky's .3 cannot affect either who is eliminated or if anyone is elected, eliminate Jake and transfer his votes.

Round 7
9.3 - Rocky Republican [elected]
9.1 - ColinW [elected]
9.0 - EarlAW [elected]
9.0 - Afleitch [elected]
8.0 - CultureKing
7.6 - Lewis Trondheim

The total of .4 votes that could be distributed is enough to potentially invoke a tiebreaker, but Lewis would still lose it and be eliminated even if all transfered to Lewis and thus be eliminated.
This is different from what happens now how, exactly?

Essentially, the redistribution was a needless exercise given the final results, but in scheme of things, assuming I do not know how the final results will turn out until I do a round-by-round, it seems that it would be bad practice to not redistribute even such a small surplus to ensure accuracy going forward unless said surplus occurs in the final round and is known for a fact to be moot.
