What do you intend to do when the nays have it, Verily? Resume debate, or send the bill back as it stands?

I oppose the President's draft on two counts:
Section two is depending on the reading, either wholly redundant, or a massive infringement of freedom of speech.
The process for determining what is illegal content needs at the very least to be clearly mapped out.

I oppose, although I've forgotten whether this really matters or not.

The Nineteenth Amendment isn't clear as to whether this requires another vote.

My reading, FWIW, would be that it is the sponsor's absolute discretion whether or not to return it to the President or to to resume debate.
