Slowly getting tough to pick someone. Almost all the people left either were good or important veeps, or I have got a soft spot for.

That said,
Chester Arthur.
Hey, he was only veep for three months. And he'd never held elected office before. And there's a theory that he was born in Canada (a very unlikely one, I'll admit) and therefore wasn't even eligible.
