If  202,970 moved from DC to Saskatchewan, then George W. Bush would have won DC.

And Saskatchewan would become a swing province...

If state borders were abolished but the electoral college stayed, Bush would have won the electoral vote 538 - 0.
How so? There would be only two Senators, so 437-3. (DC's borders are not strictly speaking state borders, are they? Smiley )
And of course, as Alcon points out, Bush would be a long forgotten goofy former governor of Texas.
